Members of SHOT Team Complete High Angle Rescue Training

5/27/2015

There are three different types of rope rescue operations which are defined by the type and steepness of the terrain they are to be performed on. Low angle rescue is considered to be terrain with a slope from 15 to 35. Steep angle rescue is considered on terrain that has a slope angle from 35 to 60. In both of these situations, the condition of the terrain will determine the level of technical expertise needed to safely rescue a victim. Examples include loose rocks and muddy or slippery ground.

High angle rescue is considered to be a terrain with a slope angle of 60 and higher. The steeper the ground, the more difficult the rescue becomes and in the case of a high angle rescue, Fire/Rescue personnel are totally dependent on ropes to gain access to a victim, to support the team members and the victim during a rescue, and remove them safely from the rescue site. Examples of high angle locations include pipe racks, ledges, catwalks, tops of vessels, cranes and water towers.

Members of Nassau County Fire Rescue's Special Hazard Operations Team (SHOT) recently completed High Angle Rescue Training. The forty hour course involved classroom work to learn more about the various facets of rope rescue such as lowering and raising victims, equipment limitation, and the application of mechanical advantages. Hands on training continued as the team members put their new knowledge to work in simulated victim rescues.

Congratulations to the SHOT members who successfully completed this training. We also wanted to extend our gratitude to Collin Campbell, Safety Manager for Rock Tenn for hosting the training, as well as members of the St. John's County Rescue Group for assisting with the training.

County to Receive $100,000 Jaguar Grant for Yulee Sports Complex

5/15/2015

We are pleased to announce that Nassau County has been awarded a $100,000 NFL Matching Community Funds Grant from the Jaguar Foundation which will be used to construct one new football field and refurbish one existing football field at the Yulee Sports Complex. This is very exciting news because the recreational space currently offered in Yulee is not meeting the demands from the growth in population.

The County will be required to provide $200,000 in matching funds in order to receive the grant. At the June 8th Board of County Commissioner's Meeting, the Board will consider utilizing District 503 Community Park Impact Fees to fund the match. It is important to note this project will not involve use of ad valorem tax dollars. Impact Fees are collected during the permitting process for new construction in the unincorporated areas of the County, therefore only those who have applied for building permits are contributing to the Impact Fee funds. Impact Fees are collected because each new structure or expansion causes an impact on the County in some way. For example, new homes have an increase on the amount of traffic traveling on a particular road, an increase in calls for fire/rescue, and an increase in the need for new parks and facilities.

Impact Fees that are collected can only be used to fund capital improvement projects. Planning staff determined that the use of Community Park Impact Fees is justified because adding an additional football field is an expansion to the community recreational facilities and is necessary to accommodate population growth in the Yulee area (District 503). If the Board approves utilizing the Community Park Impact Fees as matching funds on June 8th, the Jaguar Foundation will provide a grant payment schedule to coincide with the construction schedule.

If you have any questions about this project, please contact Facilities Maintenance Director, Bob Knott, at (904) 530-6120 or via e-mail at bknott@nassaucountyfl.com.

At the Board of County Commissioner's meeting commencing at 6:00 p.m. on Monday, May 11, 2015, the Board will approve a Resolution designating May 2015 as Lupus Awareness Month, and Friday, May 15th as "Put on Purple Day" in Nassau County, Florida.

Lupus is an autoimmune disease that can cause severe damage to the tissue and organs in the body, and in some cases, death. More than 5 million people worldwide suffer from this disease, several of which live right here in Nassau County. Medical research efforts into Lupus are underfunded in comparison with diseases of this magnitude and many people live with the symptoms of Lupus for years before obtaining a correct diagnosis. There is an unmet need to raise awareness for this debilitating disease.

If you or someone you know has been affected by Lupus, please consider attending the Board Meeting Monday night to hear the reading of the Resolution. All citizens are also urged to "Put on Purple" on Friday, May 15th to help raise awareness and show support for those suffering from Lupus.

Board of County Commissioner meetings are held in the James Page Governmental Complex located at 96135 Nassau Place, Yulee, FL 32097. For more information or for directions, please call the County Manager's Office at (904) 530-6010.
