On July 24, 2023, the Board of County Commissioners adopted Ordinance No. 2023-021, replacing the Code Enforcement Board with a Special Magistrate, in an effort to improve the code enforcement process and better serve the community.
A Code Enforcement Special Magistrate is a local government attorney with demonstrated training and experience to hear and resolve code enforcement cases. In general, the code enforcement process will remain the same with notice and hearings pursuant to Florida Law but will now include the ability of the County to abate violations that threaten the health, safety and welfare of the public. The complete transition from a Code Enforcement Board to a Code Enforcement Special Magistrate will take place by April 1, 2024. At this time, the County is seeking proposals from an experienced and qualified individual attorney or law firm to serve as a Code Enforcement Special Magistrate. The selected firm or individual will fulfill duties set forth in the Ordinance by Chapter 162, Part 1, Florida Statues. In June 2023, the Board of County Commissioners approved Ordinance No. 2023-013 amending Section 3.04 of the Land Development Code that established the Planning & Zoning Board (PZB). This update reduced the amount of at-large members on the PZB from five to one. The existing at-large member appointments will expire on December 31, 2023. At this time, the Board is seeking a volunteer to fill the single at-large position for a 3-year term beginning January 1, 2024. The Planning & Zoning Board reviews all requests for rezoning of property, zoning amendments, Comprehensive Plan text amendments, Land Use Map amendments, and amendments to Ordinances that affect the use and development of land. The Board submits written recommendations on these matters and submits them to the Board of County Commissioners for a final determination. The Board also hears appeals where it is alleged that there is an error in a decision made by the Planning Director or staff, as it relates to Zoning Codes or the Comprehensive Plan. The Board also comments on preliminary site plans and serves as the Local Planning Agency for Nassau County. Meetings are held on the first and third Tuesday of the month beginning at 6:00 p.m. Members serve three (3) year terms and are required to file a financial disclosure. Board members are provided a stipend of $75 per meeting and are reimbursed for mileage at rates set by the Federal General Services Administration. Friends of the Library Members can enjoy a preview sale on Thursday, October 19th from 9:30 a.m. - 5:00 p.m. If you are not a member but are interested in becoming a member, you can join at the door. The event is open to the general public on Friday, October 20th from 9:30am - 5:00 p.m. and Saturday, October 21st from 9:30 a.m. - 1:00 p.m. Proceeds benefit the Fernandina Beach Library Branch. -Sabrina Robertson Public Information Officer 9/27/23 @ 8:30 a.m. - The Board of County Commissioners has received notification from the Jacksonville Electric Authority (JEA) of their intent to close a section of St. Paul Boulevard for installation of a new manhole as part of the Lofton Oaks Water Treatment Plant improvements. The temporary road closure will take place from October 11 - October 13, 2023. Please see site map below for details.

From the Sea Conservancy's webpage: You can participate in our official virtual 5K/10K event by running or walking any time from October 27 – November 1, but participants are welcome to join anytime, from wherever you are! Basic registration is $45 per person and includes a special edition turtle medal (for the first 300 participants) and a runner’s bib, with the option to add on a Sport-Tek moisture-wicking t-shirt for an additional $25. All funds raised will be used to support our ongoing sea turtle conservation and research programs! During our virtual race, we’re keeping in touch with participants electronically! The purpose of the project is to analyze the existing conditions and the changing landscape of the County, which has experienced rapid growth over the last couple of years, in order to develop a plan to enhance transit service within the County as well as exploring connections to neighboring transit providers in the region. The outcome of the study will be a set of short-term and long-term recommendations for transportation investments and strategies. Public participation is an important part of developing study updates and various public outreach activities will support the plan. Planned activities include at least two open house public workshops, seeking feedback at local events, an online transit opinion survey, social media interaction, and email outreach. Your input plays a crucial role in shaping the future of transit services and enhancing the overall mobility options available to a community. Yulee Little League 86118 Goodbread Road Yulee, FL 32097 Dear League Families, The Board of County Commissioners has been made aware of concerns expressed by many of you and as such, we feel it is important that the County provides some information about all the wonderful ballpark improvements that are currently underway. The Board recognizes the importance of recreation and has allocated significant funding to improve both the capacity of the park system and the quality of the community’s facilities. One example that our ballpark parents will appreciate is the installation or replacement of 29 shade structures and bleacher pads across the various parks. County staff has an ambitious goal to complete the shade and bleacher project in time for opening day of the spring seasons. Specifically related to the current activities at the Yulee Ballpark, approximately $200,000 has been allocated to improve the facility. These improvements include, among others, painting and repairs to the press boxes; painting of the dugouts, concession stand, and pump house; as well as new netting and fencing [backstops]. As to not interrupt League activities at the Yulee Ballpark, County staff elected to wait to make the repairs in the fall, following the completion of the League’s spring season. I have had regular communication with the new Yulee Little League President about the improvements. Unfortunately, this communication may not have been received by all members of the community and may have led to the dissemination of misinformation amongst community members. Each sports league that operates from a County facility is required, per their Facility Use Agreement, to notify the County of their intent to hold League activities. Unfortunately, Yulee Little League failed to notify the County of their intent to operate a fall baseball season until August 31, 2023. At that point, construction activities had already commenced to improve the facility. Despite this, upon learning about the league’s opening day, County staff made every effort to remedy the situation, including a solution to postpone opening day or to install a temporary fence. The League President agreed that installation of a temporary fence was a viable solution. Everyone involved including parents, League volunteers, and County staff have the same goal to create a great experience for our youth athletes. The Parks Department is working diligently to complete improvements at the park, while allowing for league activities to still take place. In the spirit of open communication, additional construction activity is scheduled over the coming months. While those improvements may cause a temporary inconvenience, the upgrades are necessary.
