Update on Debris Removal

10/19/2017

10/19/17 @ 10:15 a.m. - As of Wednesday, October 18, 2017, a total of 75,623 cubic tons of storm debris has been collected in Nassau County since the start date of September 18th.

Due to the widespread amount of debris, the contractor has not been able to provide an exact schedule for pickup. However, the contractor is on track to be done with the first sweep of vegetative debris on Amelia Island by Monday, October 23rd. There are now 10 vegetative haul trucks in operation and beginning on the 23rd, a majority of them will be moved off the island to focus on vegetative debris removal for the areas east and west of I-95.  The contractor was also able to secure 4 cut trucks this week to begin removing trees and branches on public property that are leaning and/or hanging that meet FEMA's definition to be declared a threat to public safety.

Attached is a list reflecting roads that the contractor has begun clearing, however please note that none of these roads are complete yet.

As a reminder, two drop off sites have been established for citizens who wish to deliver their debris in lieu of waiting for a contractor, or for those residing on private roads. Both sites will accept vegetative debris free of charge with proof of residency. Neither bagged debris nor construction debris will be accepted at the sites. Contractors are NOT authorized to use these sites:

  • Bailey Road Maintenance Yard located at 3163 Bailey Rd in Fernandina Beach. Open seven days per week from 7:00 a.m. – 7:00 p.m.
  • Hilliard Maintenance Yard located at 37356 Pea Farm Road in Hilliard. Open seven days per week from 7:00 a.m. – 7:00 p.m.

We will make announcements at a later time regarding second sweeps for vegetative debris. It is undetermined at this time when the contractor will have haul trucks available to pick up the construction debris.

Any idea when they are going to start on Ratliff road? There are tons of piles down this road.

The contractor has several trucks expected to begin clearing in the Callahan area this week so it shouldn't be too much longer. I sent a message to our Road and Bridge Director today asking her to have the road staff go out there and look for any debris that may have fallen into the road to clear it of any safety hazards while we are waiting on the contractor to work in that area.

I live on Thrasher Lane off of Citrona. We have not yet had any debris picked up but I understand some streets on their second sweep. Have we been missed? Or, just backed up?

There are some roads off of Citrona that have not appeared on the list yet (meaning they haven't been there yet). I sent a message to our public works director this morning notifying him that we've received multiple inquiries about the roads in this area and he will pass the info along to the contractor. They are not on the 2nd sweep as they want to do a first sweep on all County roads prior to starting a second sweep. I

There is a lot of debris on Raddin Rd at the intersection with Roses Bluff Rd. This intersection is also a school bus stop and it gets congested during pick-up/drop off hours. Also there are utilities cables and pole on the ground as well. Any idea of the schedule cleaning on Raddin Rd, thanks

The contractor has done some work in the Blackrock and Chester area, however based on the last update I received, it doesn't appear as if they've hit any of the side roads. They were placing additional trucks in the Yulee area beginning this week (up from the original 1 truck) so we should start to see some progress very soon. I will reach out to our road dept. about the utilities and cables on the ground to see if they can identify which company (cable, phone, etc) they belong to and ask them to notify them of the downed cables.

Any updates that can be provided on when the Page Hill subdivision might see a pickup. Hate seeing so much grass die thinking it was going to be sooner. Thanks.

They've done some work in the Chester and Blackrock area, however they have not made it down any of the sides roads yet. I can tell you that they added additional trucks to the Yulee area this week so hopefully progress will start moving quicker now.

Good Morning,

Our Public Works Dept. identified the downed cables as belonging to both Comcast and AT&T. We are unable to report them as they request additional information such as whether or not there are any outages in the area. I have a direct point of contact for Comcast and will send him an email, however I do not have a point of contact for AT&T.

They picked up only about 2/3rds of our debris on Springwood Lane and said another truck would be behind them to take the smaller debris they couldn’t get with the claw - but we’ve seen no one since Saturday. When can we expect the rest to be picked up? Thanks

Has the contractor been back? I've found that when we send inquiries about debris that was "left behind", the typically send a truck out quickly to take care of it in lieu of responding back to us with their findings. Please let me know if this has been resolved.
Thank you.

I will ask our Public Works Director to contact the contractor and see when they plan to be back and will let you know as soon as I have more information.

Confused. What about N.14th? All streets west of us, such as N.15th though Sunrise Dr. have been picked up.

All of the roads in that area, with the exception of North 14th, are maintained by the City and the debris was removed by the City's contractor. We believe there was confusion by the County's contractor because North 14th is County maintained but in the City limits. They were notified on Wednesday of this week that North 14th is a County maintained road and that this area needs to be cleared. Hopefully that will be taken care of in the next few days.

We appreciate all that is being done. It would be great to see Spring Lake cared for in Callahan. It’s one of the older subdivisions in the area with big trees and limbs blowing around today from all the piles due to the high wind. Kids will be everyone Tuesday evening on Halloween There are literally hundreds of children hitting that area Tuesday night and worried about safety.

I live on Dwight Dr. in Nassauville, the debris truck has been using this street to pass through for over a week, but does not stop to pick anything up. Do you have any idea when they will stop passing us by?

I looked at the reports they submitted for this past week and it appears they have been working on Karen Walk. They must be using your road as a pass through to get to Karen Walk. One road can take several days to clear depending on the amount of debris, size of the trucks being used, number of trips to dump, etc. Fortunately, it looks like they are in your area so it shouldn't be too much longer.

There has been a bucket truck in our area of Egan's Bluff off Simmons Road and the general area cutting off tree limbs over the roadway and some into residential yards. This is unusual and is it something the County has contracted for, and in addition, they are leaving the limbs in the yards or the roadway. Will these be picked up in the planned second sweep?

The contract with Crowder Gulf allows for them to clear "leaners and hangers" which are described as hazardous standing trees or hanging limbs if they meet certain qualifications provided by FEMA. Our public works director messaged them yesterday to see if they will have a truck coming behind them to pick them up right away or if they will be picked up in the second sweep. As of this morning, I haven't received a response but will let you know as soon as I do.

The contractor responded that traditionally, these are picked up on the second sweep. However, if they have a truck in the area addressing individual piles that were missed, they may just go ahead and grab these at the same time.

Hi - first, thank you for your great efforts. Above is mentioned a 'second sweep'. The truck came down our street (Summer Trace in the Otter Run subdivision) last Friday and picked up the large branches in the street. Will the second sweep be for the leaves that were left?
Thank you again.

Our public works director has sent a message to the contractor asking about the leaves. I will let you know as soon as I receive a response.

The contractor has indicated that if the pile is small enough to fit in a 40 gallon trash can, they leave it as it can be bagged and picked up by the regular trash provider.

Can you tell me when the county will pick up debris from Pirates Wood? The HOA manager is asking for it to be removed, and some are charging exorbitant rates to remove it. The house has sold, and it has been nearly two months since the storm. Any assistance you can give is appreciated. Thank you!

I just finished a quick sweep of my subdivision, Nassau Lakes, and I seem to be the only one w/ tree debris. Most of the rest has been disposed of however I lost a huge oak tree by the roots. It will require a piece of heavy equipment to move. There are at least three to be taken. Any idea of when this may happen?

Hi Larry, after you called this morning, Megan sent a message to our public works director asking him to have someone from the contracting company follow-up with you about when they will be back to remove the remaining debris. She provided them with your phone number. I will ask the public works director to follow up with them at their weekly meeting tomorrow afternoon.

The County's contractor will not be clearing debris in Pirates Woods as these are all private roads and picking up on private roads is not authorized by FEMA. We have already spoken with several HOA members and they are aware of this. Following Matthew last year, we tried to get permission from FEMA and even went as far to have the Health Dept. provide a letter citing safety and health concerns and were still denied. The County has established the drop off locations which are free of charge to Nassau County residents to help those that are faced with this situation.
