At its meeting on Monday, June 23, 2025, the Board of County Commissioners (BOCC) formally adopted the Vision 2050 Plan, which will serve as a roadmap to guide growth, policies, and programs over the next 25 years.
The County will now begin evaluating and updating its State-mandated Comprehensive Plan, with the process starting in 2025 and concluding in 2026. The Comprehensive Plan is the County’s foundational document for managing growth, transportation, recreation and open space, economic development, and coastal management.
This update will address the requirements of the Florida Statutes, as well as issues of local importance. Florida Statutes Section 163.3191 requires that at least once every seven years, each local government must evaluate its comprehensive plan to determine if amendments are needed to maintain a minimum planning period of at least 10 years (as outlined in s. 163.3177(5)) and to reflect any changes in State requirements since the last update. The local government must then notify the State land planning agency of its determination.
The Florida Department of Commerce sets deadlines for local governments to determine whether amendments are needed to comply with updated State statutory requirements. Any necessary amendments must then be transmitted for State agency review within one year of the County’s determination letter. Section 163.3191 also requires local governments to evaluate and, if needed, update their comprehensive plans to reflect changes in local conditions. This may include new demographic data, shifts in land development trends, revised service delivery plans, changing community needs and priorities, intergovernmental planning considerations, or other planning initiatives completed since the last update.

Inspire specializes in comprehensive planning and has supported other rapidly growing counties, including St. Johns, Flagler, Polk, Osceola, Sumter, and Pasco Counties.
