Driving Progress Forward: Nassau County's 24/25 Roadway Investments

Each year during the budgeting process, the Board of County Commissioners (BOCC) designates funds to the County’s Pavement Management Plan. Created in 2020, the Pavement Management Plan utilizes a 22-year cycle for ranking, prioritizing and budgeting for future road improvements.

We are pleased to announce that all roads identified for improvements in FY 24/25 (October 1, 2024 through September 30, 2025) have been completed. These investments help create safer, smoother and more reliable routes for residents, improving daily travel, supporting local businesses and enhancing overall quality of life across Nassau County.
Existing paved roads were leveled and overlayed are as follows:

Our efforts will continue year after year to ensure our road network supports a high quality of life and a thriving, connected community.

American Beach: Honoring the Past, Investing in the Future

​In September 2025, the Board of County Commissioners completed the American Beach Water and Sewer Conversion Project, fulfilling the community’s decades-long desire for public water and sewer services. This long-awaited milestone was achieved through collaboration with the Florida Government Utility Authority, the Florida Department of Environmental Protection, and the U.S. Environmental Protection Agency, which worked together to secure funding for this critical infrastructure while minimizing the financial burden on property owners. More than a modern upgrade, the project represented a commitment to public health, equity, and the long-term sustainability of the American Beach community.

To understand the importance of this achievement, one must look to the origins of American Beach itself. Founded in 1935 by Abraham Lincoln Lewis, Florida’s first Black millionaire, American Beach was created as a place where Black families could gather, rest, and build memories during an era of segregation. It quickly became a cultural refuge rooted in resilience, pride, and self-determination, where generations returned year after year, forming a close-knit community bound by shared history and tradition.

That rich legacy has been explored and celebrated in our new three-part video series, Beneath Our Feet – The American Beach Project, which highlights American Beach’s history, community, and ongoing legacy, and tells the stories of founders and families, of struggles and triumphs, and of a community that has always looked both to its past and its future.

Multimedia Communications Manager Omari Matlock stated, "It has been a profound honor to help capture and produce a truly historic video series, an ongoing story that stretches back more than 90 years. These historic moments were shared with me by powerful yet humble pillars of the community, whose lived experiences carry both truth and legacy. The beauty of what American Beach stands for has truly inspired me, and I am grateful to have had the opportunity to help preserve a piece of such a special place's history."

Lighting the Season Together

This year’s Tree Lighting was more than a single moment. It was the result of weeks of planning, preparation, and teamwork behind the scenes. Held on Friday, December 5, 2025 at the Robert M. Foster Justice Center the event featured kids activities, food trucks, a vendor market, a trackless train, the lighting of the tree, and a festive fireworks display.

Even with the wet weather, the evening was a wonderful success, and this video captures the spirit, dedication, and community pride that made it so special. Thank you to everyone who came out and hung in there with us in the rain. We truly do this for our community!

Jolly Morning With Santa

​Thank you to everyone in the community who joined us for the 5th Annual Breakfast With Santa Event on Saturday, December 20, 2025. With approximately 100 guests in attendance, the morning was filled with smiling faces, festive cheer, and plenty of holiday magic. From enjoying breakfast together to capturing special photos with Santa, it was wonderful to see families making memories and celebrating the season with us.

We truly appreciate everyone who came out and helped make this event such a success. Your participation and holiday spirit are what make events like this so special. We wish you all a joyful holiday season and look forward to celebrating with you again soon!

Employees Recognized for Years of Service

At the Wednesday, December 17, 2025 meeting, the Board of County Commissioners recognized two County employees for their outstanding years of dedicated service to Nassau County.

Celebrating 25 years of service this month is Scott Lear, a Truck Driver with the Road Department. Road Director Darren Marsh shared that Scott was originally hired as a Maintenance Helper before advancing into his current role. “Scott is now one of our lead, senior truck drivers, and we rely on him to train future truck drivers,” Marsh said. “He is a true team player and is always one of the first to step up when help is needed in other areas. That kind of effort and dedication is hard to find, and I appreciate Scott for all he has done.”

Also recognized was Youth Librarian Michelle Forde, who is celebrating 20 years of service to Nassau County. Director of Strategic Advancement Brandy Carvalho highlighted Michelle’s tremendous impact on the community, noting that she facilitates at least five youth programs each week. That's more than 260 programs annually! “Over 20 years, that’s 5,200 times Michelle has introduced children to curiosity, learning, and often their very first library card,” Carvalho said. “She has inspired Nassau County youth to become lifelong learners. It takes a special person to do this work, and we are grateful she has chosen to share her talents with Nassau County.”

The Board of County Commissioners extends its sincere appreciation to Scott Lear and Michelle Forde for their years of dedicated service, professionalism, and commitment to serving the residents of Nassau County. Their contributions have made a lasting, positive impact on the community, and the Board thanks them for their continued service to Nassau County and its citizens.

At the Wednesday, December 17, 2025 meeting, the Board of County Commissioners recognized three firefighters in honor of their upcoming retirements following years of dedicated service to Nassau County Fire Rescue (NCFR).

Matt Waggoner began his career with Nassau County on January 29, 2000, as a Firefighter/Paramedic, providing advanced medical care and emergency fire response to residents throughout the community. On June 16, 2001, he was promoted to the position of Engineer, a role in which he was responsible for driving and operating fire apparatus, managing water pump operations, and ensuring all equipment was prepared and ready for emergency response.

Matt announced his retirement effective January 2, 2026 after 25 years of service. He will be greatly missed by his colleagues and by the residents of Nassau County who have benefited from his years of service and commitment to public safety.

In addition to Engineer Waggoner, two other NCFR employees were recognized for their upcoming retirements, though they were unable to attend the meeting: Engineer Bradley Pierson, retiring after more than 25 years of service, and Engineer William Davis, retiring after 21 years of service.

The Board of County Commissioners commends Engineers Waggoner, Pierson, and Davis for their outstanding dedication and years of service, and extends best wishes to all three for continued success, health, and happiness in their well-earned retirement.

County Road 121 Temporary Road Closure and Detour Information

Beginning Monday, January 7, 2026, the segment of County Road 121 between Horseshoe Circle and Horseshoe Circle South will be closed to accommodate work associated with the County Road 121 Resurfacing and Safety Improvements Project.

Traffic may use Horseshoe Circle as a detour as shown here:

To access the north side of the closure:
  • Horseshoe Circle South → Horseshoe Circle West → Horseshoe Circle
To access the south side of the closure:
  • Horseshoe Circle → Horseshoe Circle West → Horseshoe Circle South

​Please note a portion of the roadway on this detour is an unpaved, dirt road.

The closure is expected to last approximately 120 days, weather permitting.

Outside of the full closure area, County Road 121 will remain open with one-way alternating traffic lane closures, temporary traffic signals, narrowed travel lanes, and reduced speeds. Motorists should expect delays and are encouraged to use caution while traveling through the construction zone. Thru traffic and large truck traffic are encouraged to consider alternate routes that avoid the detour and work zones to reach their destination.

We appreciate the public’s patience and cooperation during construction on County Road 121. These improvements are being made to enhance roadway safety, improve driving conditions, and provide long-term benefits for our community. TOMORROW is the big day!

Santa has checked his list (twice), the griddles are warming up, and we’re ready for a morning full of holiday cheer at Breakfast With Santa! Bring the family out for a festive, memory-making event filled with pancakes, smiles, and plenty of time with the big guy in red.

The event is completely FREE for Nassau County residents. Kids can visit with Santa, snap a photo, and soak in the holiday magic. if you would like to participate in the optional gift exchange, please bring one wrapped gift per child (under $20). Each child that brings a present will receive a present back from Santa himself.
