NASSAU COUNTY’S NEW COVID CASES MORE THAN DOUBLE IN A WEEK IN SPITE OF WIDE AVAILABILITY OF VACCINE

Nassau County has seen a significant increase in new CoViD-19 cases since mid-June. The Florida Department of Health’s (FDOH) weekly report shows that 445 Nassau residents were newly diagnosed with CoViD-19 between July 9 and July 16. Case numbers are fast approaching the highest numbers seen since before vaccine became widely available in Florida.

CoViD-19 Vaccine is available to all residents over the age of 12 years at no cost through local pharmacies, medical providers, and FDOH-Nassau Clinics. Appointments can be made at pharmacies and physicians’ offices, or residents can walk in at the FDOH Clinics without an appointment on the following schedule:

• MONDAY at 37203 Pecan St in Hilliard, testing and vaccinations from 9:00–12:00 noon
• TUESDAY at 86014 Pages Dairy Rd in Yulee, testing only, from 9:00–11:00 am
• WEDNESDAY at 86014 Pages Dairy Rd in Yulee, testing only from 2:00–4:00 pm and vaccinations from 8:15–11:15 am and 1:15–4:15 pm

NASSAU COUNTY IS ACCEPTING NOMINATIONS OF PROPERTIES
FOR POTENTIAL ACQUISITION THROUGH THE CONSERVATION LAND ACQUISITION MANAGEMENT PROGRAM (CLAM)

Nomination Period: July 24, 2021 through December 31, 2021

The Nassau County Conservation Land Acquisition and Management (CLAM) program was created to preserve and conserve the county’s natural, historic, and working lands resources by identifying, ranking, and assessing conservation lands for acquisition and management.

The County shall accept nominations of properties for potential acquisition by the County through the CLAM Program from any person or organization, including the County, nonprofit organizations, and local, regional, state, or federal governmental entities. To nominate a property for potential acquisition, the nominator shall submit an application to the Nassau County Planning Department. Nominators may nominate an entire parcel for acquisition in fee simple or only a specific portion thereof or interest therein. In nominating properties, nominators should consider, at a minimum, the information contained in the Conservation Plan, the CLAM Resource Rankings Map, and the CLAM Manual.

Nominations must be received by the Nassau County Planning Department no later than 5:00 pm on Friday, December 31, 2021. Nominations received after the nomination period will not be considered. Commissioner John Martin Receives Certified County Commissioner Designation
 
The Institute for County Government (ICG) presented Nassau County Commissioner John Martin with the Certified County Commissioner (CCC) designation following completion of a comprehensive study program developed by the Institute. Commissioner Martin received the designation with 48 other county commissioners during an awards ceremony held at the Florida Association of Counties (FAC) Annual Conference in Orange County, Florida.
 
Upon receiving the designation, Commissioner Martin stated, “The Certified County Commissioner Program has been very beneficial to me as a new County Commissioner. I was able to network with Commissioners from other counties to learn more about their initiatives, as well as the challenges they are facing, particularly in a post-pandemic world. The knowledge provided to me is immeasurable and I look forward to completing the Advanced County Commissioner Certification and further maximizing my skills”.

The CCC designation is not required in order to serve as a county commissioner in Florida. However, county commissioners may voluntarily enroll in the program to learn additional information and foster skills relevant to their duties and responsibilities as an elected official. Since the inception of the program, a total of 537 Florida commissioners have received the CCC designation.

“The program provides fundamental information to effectively serve as a county commissioner. With an all-encompassing supply of topics, commissioners are able to explore the intricacies of county government and gain valuable assets to enhance their public service every day,” said Institute for County Government’s Executive Director, Eric Poole. “Participants in the program go above and beyond, and their commitment continues to produce exceptional service for Florida’s counties.”

CCC participants must complete a total of 45 hours of course work in order to graduate. The program’s coursework covers a variety of topics, such as ethics and Sunshine Law, county government roles and responsibilities, county government structure and authority, financial management, growth management, negotiation skills, economic development, and effective communication.

Commissioners Thomas Ford and Aaron Bell Earn Advanced County Commissioner Level II (ACC II) Designations
 
Nassau County, Florida, July 14, 2021 – The Institute for County Government (ICG) presented County Commissioners Thomas Ford and Aaron Bell with the Advanced County Commissioner Level II (ACC II) designation following the completion of a comprehensive study program developed by the Foundation. The Commissioners received the designation along with 13 other county commissioners during an awards ceremony held at the Florida Association of Counties (FAC) Annual Conference in Orange County, Florida. 
 
Upon completing the Advanced County Commissioner Level II Program, Thomas Ford stated, “I
highly recommend the Advanced County Commissioner (ACC) program to any Commissioner who wants to gain a better understanding on ethics, the Sunshine Law, and how to provide their citizens with the services they desire while keep taxes low. This program has also provided me with superior leadership skills and has given me the knowledge I need to effectively represent my district, as well as Nassau County”.
 
Commissioner Aaron Bell added, “The ACC Program provided an opportunity for me to hear about issues other counties are facing and learn from their experiences. The complexity and diverse subjects have given me invaluable knowledge that will make me a better advocate for the citizens I represent. I highly recommend this program to any Commissioner wishing to expand their knowledge and maximize their leadership skills”. 

The Advanced County Commissioner Level II (ACC II) education program is an advanced leadership program designed for commissioners who graduated both the Certified County Commissioners (CCC) program and Advanced County Commissioner Level I (ACC I) program. The graduates who successfully completed the ACC II program are the second class of graduates since the inception of the program.  
 
As the most senior level in ICG’s educational forum, the ACC II course offers leadership the opportunity to broaden and refine the skills they developed in previous programs. The course content centers on transforming counties and the state of Florida by producing strong, versatile leaders with the necessary tools to address challenges across multiple fields and governing bodies. Participants learn from leading experts to tackle complex issues and enhance their leadership competency by fostering relationships with other leaders on the county, state, and national level.
 
“This program takes the strategies county leaders learn to the next level—it’s all completely voluntary, but the decision to participate highlights Florida’s best and brightest,” said Institute for County Government Executive Director, Eric Poole. “The course content deals with Florida’s most intricate issues, and those that were able to face these challenges head-on and graduate have the resources to bring changes to their communities beyond the local level.”

7/14/21 @ 2:25 p.m. - The Board of County Commissioners coordinated a non-profit community outreach event for residents within the Town of Hilliard who are being displaced at the end of August. Several non-profit organizations provided information on services and programs available to assist them in their time of need. Approximately 40 individuals were in attendance.

A big thank you to Barnabas Center, Council on Aging, Starting Point, UF/IFAS County Extension, Community Action Agency, and Nassau County School District's Families in Transition for sending representatives and taking the time to share information about their agencies.

7/13/21 @ 1:45 p.m. - On June 29, 2021, Governor Ron DeSantis approved Senate Bill 60 which no longer allows code enforcement officers appointed by boards of county commissioners to investigate anonymous complaints. The new Bill went into effect on July 1, 2021. All code enforcement reports must now include the complainant's personal information including name and address.

The new law does outline an exception which states, "This does not apply if the person designated as a code inspector has reason to believe the violation presents an imminent threat to public health, safety, or welfare or imminent destruction of habitat or sensitive resources".

7/12/21 @ 3:30 p.m. - The Florida Association of Counties just announced its 9th Annual Calendar Photo Contest which showcases individual community's exclusive beauty and attractions. This year's theme is "Active Florida". After a year of quarantine, they thought it would be nice to highlight how people get active in each county.

"One of the best things about living in Florida is the ability to enjoy the outdoors all year long. Florida is an international treasure when it comes to outdoor activities, and after a year in quarantine, we're ready to see how people get active in your county! Is it fishing? Football? Kayaking? Tennis? Cycling? Hiking, or even running? The sky is the limit, so let's get active, Florida"! - Florida Association of Counties.

Some activities in Nassau County that immediately come to mind include walking/running, surfing, swimming, cycling, pickleball, tennis, hunting, kayaking, fishing, football, basketball, and baseball.... just to name a few. What are your favorites?

7/12/21 @ 2:30 p.m. - The Department of Health-Nassau has issued a Press Release urging residents to protect themselves from mosquito bites to prevent mosquito borne illnesses.

It states, "The Florida Department of Health in Nassau County (DOH-Nassau) is urging all residents and visitors, especially those that are spending time outdoors, to protect themselves from mosquito bites this summer season. While most mosquito bites are only an annoyance, sometimes these bites can be dangerous. Preventing bites reduces the risk of a person getting infected with a mosquito-borne diseases".

A big thank you to everyone who came out for Nassau County Parks & Recreation’s first movie in the park. It was a beautiful evening but the mosquitoes were brutal! Unfortunately, we lost a handful of you. But we are glad that some were able to stick it out to enjoy the movie.
