At the Monday, February 23, 2026 meeting, the Board of County Commissioners adopted a proclamation recognizing March 2026 as National Procurement Month in Nassau County. This designation highlights the critical work performed by the County’s Procurement Department in securing goods and services for the Board while ensuring full compliance with the County’s Purchasing Policy. From preparing and soliciting bids and requests for proposals to managing contracts and vendor relationships, the department plays an essential role in maintaining a fair, open, and transparent procurement process.
​
The proclamation also underscores the importance of responsible stewardship of taxpayer dollars. Procurement professionals work diligently to obtain the best possible value while upholding the highest standards of integrity and service. In alignment with the National Institute of Governmental Purchasing, the Board proudly recognized Procurement Director Amber Carter, Senior Procurement Specialist Evelyn Burton, and Contracts Coordinator Colby Barcous for their dedication, expertise, and commitment to serving Nassau County residents.

Nassau County Emergency Management and Fernandina Beach Ocean Rescue are partnering to bring a FREE Water Safety Training to our community as part of  the Community Preparedness Program.

When: Thursday, March 12, 2026, at 10:00 AM
Where: Nassau County EOC, 77150 Citizens Circle, Yulee, FL 32097

During this training, residents will:
  • Learn vital water safety skills
  • Gain knowledge on how to stay safe in the water
  • Experience a rip current simulator.

At the Winter Strategic Planning Session held on Thursday, February 26, 2026, County Manager Taco Pope presented the Annual Report for 2025. As Nassau County continues to grow, the Board of County Commissioners (BOCC) is focused on managing growth responsibly and balancing economic development with the preservation of our quality of life. Through sound fiscal stewardship, we work to ensure taxpayer dollars are used wisely while investing in infrastructure, services, and opportunities that support a strong and resilient future. We encourage residents to stay engaged and involved, as community input is essential to ensuring that our decisions reflect the needs, values, and priorities of the people we represent."

The FY 2024/2025 Annual Report reflects a year of meaningful progress, strategic planning, and responsible governance. From infrastructure investments and conservation efforts to fiscal stewardship and community engagement, the Board of County Commissioners remains committed to transparent leadership and thoughtful growth. Residents are encouraged to review the report to learn more about the accomplishments of the past year and the priorities guiding Nassau County’s future.

Human Trafficking Awareness & Identification Day

Today is Human Trafficking Awareness and Identification Day in Nassau County.

On February 23, the Board of County Commissioners approved a Proclamation recognizing this important observance and reaffirming the County’s commitment to raising awareness about this serious crime and violation of human rights. Representatives from the Jacksonville Women's Network were in attendance to accept the Proclamation. 

Human trafficking impacts individuals and families across the United States and here in Florida, which consistently ranks among the top states in the nation for reported cases. The National Human Trafficking Hotline receives thousands of trafficking-related signals annually involving both labor and sex trafficking.

Trafficking often goes unrecognized because warning signs are misunderstood, overlooked, or not associated with everyday settings. In North Florida, major transportation corridors, tourism activity, and a diverse workforce underscore the importance of public awareness, education, and vigilance within our community.

While January is nationally recognized as Human Trafficking Awareness Month, today’s local observance reinforces the importance of awareness, recognition, and identification right here at home. Community leaders, advocates, professionals, and residents are also gathering today for the Jacksonville Women's Network Annual Speakers Forum, “It Happens Here: Human Trafficking in Northeast Florida,” to promote education and engagement on this critical issue.

Increasing public awareness and understanding the signs of human trafficking are essential first steps in prevention and strengthening community safety. The Board encourages all residents to stay informed, learn the indicators, and help ensure Nassau County remains a safe place for all.

Opioid Settlement Project Submission Packets

​The State of Florida, through its Attorney General, and certain Local Governments, through their elected representatives and counsel, engaged in litigation seeking to hold many of the Pharmaceutical Supply Chain Participants accountable for the damage caused to the State by their misfeasance, nonfeasance and malfeasance ("Opioid Lawsuits").
 
On July 26, 2021, the Board of County Commissioners (BOCC) took action to participate in the Opioid Lawsuits by Resolution 2021-156. Beginning in January 2022, the State of Florida Attorney General negotiated settlement agreements of the Opioid Lawsuits with multiple parties requiring settlement payments be made over an 18-year period.  Proceeds from the settlement agreements with the Pharmaceutical Supply Chain Participants must be used to “increase the amount of funding presently spent on opioid and substance abuse education, treatment, prevention and recovery services.”
 
On April 8, 2024, the BOCC approved Resolution 2024-040, establishing the Nassau County Opioid Settlement Task Force. The Task Force is comprised of individuals and stakeholders with knowledge, direct or indirect experience with Opioid substance abuse, and a vested interest in the reduction of Opioid misuse. The Task Force has been charged with recommending to the Board of County Commissioners the most efficient use of settlement funds in accordance with the Core Strategies and approved uses as dictated by the settlement agreements.

Organizations interested in applying for settlement funds can do so by completing the Nassau County Opioid Settlement Application which can be located on our website at: https://nassaucountyfl.com/1403/Opioid-Settlement-Task-Force.
 
Completed applications can be returned via email at [email protected] or by mail to the County Manager’s Office, 96135 Nassau Place, Yulee, FL 32097.
 
Completed applications are due by 2:00 p.m. on Friday, March 27, 2026.   
 
Opioid Task Force presentations will take place on Thursday, April 9, 2026, at 4:00 p.m. in the Commission Chambers located at 96135 Nassau Place, Yulee, FL.

At the Monday, February 23, 2026 meeting of the Board of County Commissioners, Nassau County Department of Health Administrator/Health Officer Cara Gluck provided the Board with a quarterly update.

Her presentation highlighted results from the 2025 Community Health Assessment (CHA), which examines health outcomes, access to care, and community conditions throughout Nassau County. More than 5,000 residents participated through surveys, interviews, and focus groups, offering valuable insight into local health needs and helping identify the County’s top three priority health areas for 2025–2030.

The information gathered will be used to update the Community Health Improvement Plan (CHIP), guiding efforts to address public health concerns, establish measurable health objectives, and implement coordinated strategies to improve overall community well-being.

​Thank you to the nearly 100 wonderful community members who joined us on February 21 for an evening of laughter, friendship, and fun. Guests enjoyed a complimentary dinner, dancing, games, and most importantly, great fellowship with friends old and new.
Events like this are a reminder that community isn’t just a place, it’s the people who show up, share stories, and make memories together. We are so grateful you chose to spend your evening with us, and we can’t wait to see you again at the next gathering.

It’s National Engineers Week!

Founded in 1951, EWeek highlights the importance of building a strong, diverse engineering workforce and increasing awareness of engineering careers. Engineers use science, innovation, and problem-solving to meet society’s needs and tackle today’s technological challenges.

Here in Nassau County, engineers impact daily life in ways you may not always see. They oversee road projects, review development for safety and growth standards, and design drainage systems that help reduce flooding and protect property. Their work keeps transportation moving, supports responsible growth, and strengthens our community’s safety and resiliency.

At the Wednesday, February 18, 2026 meeting, the Board of County Commissioners presented a proclamation declaring February 22 - February 28, 2026 as National Engineers Week in Nassau County. The BOCC extends their since appreciation to each of them for their service and dedication to the County and its residents.

​In January 2022, County Manager Taco Pope instituted Customer Care Standards to guide both internal and external interactions and foster a more positive workplace culture. A key component of this initiative is the Employee Recognition Program, which allows staff to nominate co-workers who exemplify Nassau County’s Customer Care Standards and/or demonstrate exceptional performance beyond their regular duties and responsibilities.

At the Wednesday, February 18, 2026 meeting, the Board of County Commissioners (BOCC) recognized the newest Employees of the Quarter. Both honorees were nominated for their outstanding service at Nassau County Animal Services (NCAS).

Operations Manager Amy Bell, who works within the County Manager’s Office, spent seven months in 2025 serving as Interim Director at NCAS. Director of Strategic Advancement Brandy Carvalho stated, "Amy stepped in and helped one of our most critical departments elevate and transition, and brought the knowledge and capabilities that only Amy has. She led the team with professionalism and compassion. I'm very proud to work with Amy and am grateful for her work."

Ms. Bell then introduced Animal Control Officer Crystal Raulerson as the second Employee of the Quarter. She first acknowledged the many dedicated employees at NCAS, noting that Crystal particularly stood out. “She is the kind of person that can do anything she puts her mind to, stated Ms. Bell. She has the work ethic and drive that you can't teach, it's innate in her. She works adoption events, teaches middle school students at career day, and she's professional in trying situations. The qualities that Crystal displays embodies the Customer Care Standards and I believe she is very deserving of this award." 

The Board of County Commissioners congratulates both recipients and expresses sincere appreciation for their dedication to public service.

  • Replacement of crossdrain culvert pipes
  • Paving within the current Horseshoe Circle Closure.
 
THRU TRAFFIC
  • CR 121 from the Duval/Nassau County Line to the CR 119 Intersection is under major construction and closed to thru traffic.   Motorists should research their route and use the marked detour route or other alternate routes to reach their destination.
    • The marked detour route for THRU TRAFFIC is along the US 90, US 301 and CR 119 routes.
  • The Nassau County Board of County Commissioners passed a resolution to regulate truck traffic along the construction project on January 21, 2026.  Regulatory signs of "NO THRU TRUCKS" and "EXCEPT LOCAL DELIVERY" were installed on January 22, 2026, designating the section of CR 121 from the Duval/Nassau County Line to the Intersection of Stokes Road subject this resolution.
 
LOCAL TRAFFIC, including LOCAL DELIVERY
  • CR 121 is planned to be closed to all traffic between the Horseshoe Circle South and Horseshoe Circle North intersections until May, 2026, with a detour along Horseshoe Circle.
  • The two-way alternating closure with temporary signals south of Horseshoe Circle Intersection has been removed.
  • Daily closures of one lane at a time will take place to replace cross drain culvert pipes from 9:00am to 3:00pm. Traffic will be controlled by flaggers in these locations.
    • Planned locations and dates:
      • Monday 02/23/26: Paving within current Horseshoe Circle closure 
      • Tuesday 02/24/26: Paving within current Horseshoe Circle closure 
      • Wednesday 02/25/26: Paving within current Horseshoe Circle closure 
      • Thursday 02/26/26: Paving within current Horseshoe Circle closure 
      • Friday 02/27/26: Paving within current Horseshoe Circle closure 
      • Saturday: No work scheduled
      • Sunday: No work scheduled.
 
Note: All lane closures are subject to change due to weather or other conditions.

Employees Recognized for Years of Service

At the Wednesday, February 18, 2026 meeting, the Board of County Commissioners recognized employees for outstanding years of service to Nassau County.  County Manager Taco Pope began by stating, "We're recognizing four individuals today, three for 20 years of service and one for 30 years of service. But what's really cool about it is that they stretch across the organization. They touch the citizens in different ways but they're all equally important in ensuring the quality of life that our citizens enjoy and it's a reflection of the impact our local government has on the day-to-day lives of the people in our community. " 

First to be introduced was Senior Financial Management & Budget Coordinator Sharon Johns, celebrating 20 years of service. Sharon began her career at the Clerk of Courts Office Office, however is now serving in the Office of Management & Budget where she assists in preparation of the annual budget and has coordinated efforts related to the comprehensive fee analysis. OMB Director Chris Lacambra expressed his gratitude to Sharon for all her work, stating, "The study has been very extensive and difficult work but she's done a great job. She's great to work with, she's friendly and happy and you just can't ask for a better employee."

Two Nassau County Fire Rescue employees were also recognized for 20 years of service. County Manager Pope added, "although these employees serve in very different roles and may never work side-by-side, their contributions collectively strengthen County operations and the services residents depend on. While Ms. Johns is behind the scenes helping to pull together the budget, we have these two gentlemen who are at the tip of the sphere and out in the public doing amazing work."

Chief Brady Rigdon followed with a brief introduction of both employees, beginning with Engineer Chad Edwards. "Since 2010, Chad has operated a tanker at Station 90. He is an instrumental part of our Apparatus Committee where he helps design our vehicles and inspects them prior to their delivery. He also helps with instructing our employees and new recruits on how to operate an apparatus." Next he introduced Sean Watts stating, "Sean is a Captain at Station 60 in Bryceville and he performs that function with excellent leadership, guidance and direction to the employees. His personality and temperament make him a great leader."


Finally, Darren Marsh introduced Road Foreman Terry Price for 30 years of service stating, "Celebrating 30 years is a big achievement. Terry is a significant part of our department and I can't imagine the department without him. His hard work and dedication is unmatched and I really appreciate all he does."

The Board of County Commissioners expresses its sincere appreciation to Sharon Johns, Chad Edwards, Sean Watts, and Terry Price for their dedication and many years of service to Nassau County. Collectively, their decades of commitment reflect the heart of public service, and we are grateful for all they do!
