![]() 2/27/25 at 3:30 p.m. On Wednesday, February 19, 2025, the Board of County Commissioners hosted a Workshop to discuss the Timber to Tides Design Overlay (T2TDO), a proposed regulatory document that would enforce the principles and priority actions established in the State Road 200/A1A Corridor Master Plan adopted by Resolution in December 2021. The T2TDO consists of Transect Based Zoning (TBZ) standards, first established in the William Burgess District, and expands upon this foundation by employing Community-Based Design Standards (CBDS) and priority programs for to the SR 200/A1A Corridor, specifically from the Shave Bridge to just west of the Tributary community. Transect zones depict the transition of development form from rural to urban, ranging from natural preserved areas to urban core, and allows for special districts that fall outside these typical transect designations. The Workshop began with an introduction by County Manager Taco Pope who stated, "I appreciate the hard work of the planning team, getting this to the forefront. This is a project that started several years ago that's been implemented over time. We're starting to see the fruits of those efforts with the landscaping along SR200 and some of the other public realm improvements. This is that next evolutionary step in bringing into fruition what the citizens requested of us through the Timber to Tides Overlay Design Study." Next, Senior Planner Joshua Macbeth provided a detailed presentation on the project. In his introduction he stated, "This started back in 2019 when we (the County) was getting hit pretty hard by the community. The State expanded the 200 corridor by adding lanes but all that did was allow for more automobiles to use to road. It didn't look at the pedestrian realm or bicycle safety. It was creating a conflict for our community. Citizens were upset so we started this engagement process to reimagine this corridor. SR200 is the heart of our community. We all use it as our main thoroughfare." He continued, "After the widening and resurfacing was completed by the State, we were left with wide right-of-way conditions, high speed traffic, lack of landscaping, lack of community identity, lack of lighting, unprotected bike lanes, lack of sidewalk connectivity, and lack of a public realm interface. So in 2019, the County began a community engagement campaign to get feedback on what residents envision for the corridor." Over 400 individuals participated in workshops, community meetings, interviews and online surveys. Here's what they had to say:
The feedback collected was used to create the first draft of T2TDO which was shared with the public in June 2024. The County immediately started the engagement process again to obtain feedback on the first draft. The information collected during this engagement process led Version 2 which was presented to the residents at three community meetings held in September and October 2024, the Planning & Zoning Board on January 21, 2025 and the BOCC at their February 19, 2025 Workshop. A final version 3 will be drafted based on information still being collected from stakeholders and is anticipated to be presented to the Planning & Zoning Board on April 1, 2025 at 6pm, followed by two public hearings of the Board of County Commissioners on April 28 at 5pm and June 9,2025 at 5pm. At this time, residents are encouraged to watch Mr. Macbeth's presentation from the February 19th meeting for a better understanding of the T2TDO. If approved, the T2TDO would create a new corridor with cohesive building designs, natural areas, transect zoning that separates the corridor into distinct districts, parallel corridors to relieve traffic on SR200, and an environment that is safe for pedestrians and cyclists. At the Monday, February 24, 2025 meeting, the Board of County Commissioners approved a Proclamation proclaiming the week of March 3 - March 9, 2025 as Flood Awareness Week in Nassau County, Florida. As a voluntary member of the National Flood Insurance Program, Nassau County residents enjoy a 15% discount on flood insurance premiums for residential properties in the County limits (unincorporated area). This is achieved by earning credit points through the NFIP's Community Rating System which recognizes counties that undertake floodplain management activities that exceed the minimum floodplain requirements. Continuing our efforts to improve ratings, the County will release a flood safety tip each day during Flood Awareness Week. We trust this information is helpful to our residents in reducing the loss of life and property damage through flood preparedness, control and mitigation measures. The Nassau County Capital Improvement Projects Department is reconstructing the Chester Road and Pages Dairy Road intersection including the storm drains on Chester Road immediately to the north and south of the railroad tracks. The road closure will be from Pages Dairy Road at the Railroad crossing to the entrance of Fantastic Gymnastics. Work is expected to start on March 18th. Completion of the storm drain installation is expected to take 4 days and will conclude on Friday, March 21st, weather and unforeseen circumstances permitting. Traffic will be maintained in accordance with FDOT design standards throughout the project. During the reconstruction there will be a detour via Pages Dairy Road to Felmor Road to SR 200 / A1A. During the reconstruction Chester Road will be closed to complete work, as seen in the below graphic. Questions? Engineer Jones began his employment with Nassau County on September 7, 1993, as a part-time Firefighter/Emergency Medical Technician (EMT). He was promoted to the position of full-time Firefighter/EMT on April 2, 1994 and stayed in that position until March 6, 1997 when he was promoted again to the position of Engineer/EMT. Engineer Jones was promoted once again on March 3, 1999 to his current position of Engineer/Paramedic on March 3, 1999 where he spent the last 26 serving Nassau County residents and visitors during their time of need. Engineer Jones also served his fellow firefighters by serving on the Peer Support Team providing a variety of services to his colleagues including emotional support, action planning, directing them in self-care methods to address any concerns they are experiencing, and by just being a good listener. His hard work and dedication earned him a spot in the News-leader and Nassau County Record's "40 Over 40" award in 2021. During the BOCC Meeting, Commissioner Alyson McCullough presented a Proclamation to Engineer/Paramedic Jones and stated, "I asked specifically to read this Proclamation because this is more than just a retirement ceremony. You mean more to my family than you'll ever know. If you know Greg Jones, you'll know that he not only serves as a Chaplain to the firefighters, he is such an encouragement for every single person he comes in contact with." She then added, "It is a privilege to call you friend and you will definitely never be replaced." Chief Brady Rigdon stated, "About 7 years ago, Engineer Jones talked to me about becoming the (Fire Rescue) Department's Chaplain. He has a true love and compassion for our people, and he wants to see them cared for. He's hoping to continue in that role, so he's not leaving. We will keep him plugged in and engaged." Engineer Jones' retirement will be effective on March 7, 2025. The Board extends their best wishes to Engineer Jones and wishes him many years of health and happiness. -Sabrina Robertson Communications Officer ![]() 2/22/25 @ 1:00 p.m. At the Wednesday, February 19, 2025 meeting, the Board of County Commissioners recognized Lt. Jamie Graf who is celebrating 25 years of service with Nassau County Fire Rescue. In his position as Lieutenant, Jamie is a field-level supervisor serving on Engine 70 of Fire Station 70. This is one of our busiest stations so most of his time while on duty is spent responding to every type of call including house fires, car fires, medical calls, car crashes, etc. Chief Brady Rigdon stated, "25 years is no small feat. Jamie, we appreciate your service." When not on-duty, Jamie enjoys spending time with his children and caring for their show horses.
